图书馆理论与实践

党的二十届四中全会强调“激发全民族文化创新创造活力”，为新时代文化发展提供了新的战略指引。全球图书馆事业由文化消费场所向创新创造平台的深刻转型，为我国图书馆融入国家战略、服务高质量发展提供了国际参照。图书馆应突破传统公共文化机构的定位，成为支撑新质生产力发展的知识基础设施。通过开放文献资源、提供数字素养教育、构建公共创新空间、服务创新创业与区域产业升级，图书馆能够在数字鸿沟弥合、创新生态构建、人才培养等方面发挥独特作用。同时，作为国家创新体系的节点，图书馆可通过科技情报、专利导航、科研数据管理等专业服务，为政府决策、企业研发和高校科研提供智力支持。面向“十五五”时期，图书馆应实现三项关键跃升：从资源保管者向公共创造空间转型，从资源提供者向创新赋能者转型，从文化消费机构向经济社会发展助推器转型。图书馆将通过数字化、智能化与开放化建设，在文化强国、科技强国和教育强国建设中承担更重要的战略使命，为经济社会高质量发展发挥主力军的作用。

The Fourth Plenary Session of the 20 th Central Committee of the Communist Party of China(CPC) emphasized“stimulating the cultural innovation and creative vitality of the entire nation,” providing new strategic guidance for cultural development in the new era. The global library sector is undergoing a profound transformation from being a place of cultural consumption to becoming a platform for innovation and creation. This shift offers an international reference for China's libraries to integrate into national strategies and serve high-quality development. Libraries should break through their traditional role as public cultural institutions and become knowledge infrastructure that support the development of new productive forces. By opening up literature resources, providing digital literacy education, building public innovation spaces, and serving innovation, entrepreneurship, and regional industrial upgrading, libraries can play a unique role in bridging the digital divide, constructing innovation ecosystems, and cultivating talent. At the same time, as nodes within the national innovation system, libraries can offer intellectual support for government decision-making, corporate R&D, and university research through specialized services such as scientific and technological information, patent navigation, and research data management. Looking ahead to the 15 th Five-Year Plan period, libraries should achieve three key transformations: from resource custodians to public creative spaces; from resource providers to innovation enablers; and from cultural consumption providers to boosters of economic and social development.Through digitalization, intellectualization, and openness, libraries will take on more important strategic missions in building a culturally strong nation, a technologically strong nation, and an educationally strong nation, playing a main force role in promoting high-quality economic and social development.
